The transplant device is provided with； a first holding unit that holds a flat board-like culture medium in which a plurality of plants is planted in a row direction and column direction； a second holding unit that holds a flat board-like cultivation panel in which a plurality of holes for holding plants are arranged in the row direction and the column direction； a moving unit for moving the holding unit； a control unit that instructs the moving unit to move the holding unit； and a transplant unit that performs transplanting. In the transplant device, the control unit decides a transplant procedure from the culture medium to the holes of the cultivation panel based on a predetermined transplant algorithm so that a plant in the culture medium and a hole of the cultivation panel corresponding to the transplant procedure are aligned in a vertical direction when the transplanting is performed
