PROBLEM TO BE SOLVED: To provide a seaweed seed and seedling production technology further efficiently and stably growing seaweed seeds and seedlings by an easy means taking a further inexpensive cost while suppressing adhesion of diatom excluding objective seaweed seeds and seedlings previously stuck to a substrate, and applicable and easy to use even when watering from above stops by electrical power failure. SOLUTION: This production technology includes holding a substrate 3 to which seaweed spores and immatures adhere in the vicinity of a solution level of a culture solution 2 in a water tank 1, forming so as to bring the seaweed spores and immatures adhering to the substrate 3 into contact with the culture solution 2 in the water tank 1, installing a culture solution scattering means 5 of scattering culture solution from above the substrate 3, and efficiently growing objective seaweed seeds and seedlings by the culture solution 2 in the water tank 1 and the culture solution scattered from the upper side while suppressing adhesion of diatom.
