PROBLEM TO BE SOLVED: To provide a production device of a hydrogen-containing living body application liquid in which, hydrogen molecules are not reduced substantially, in a distribution step and storage period.SOLUTION: A production device (1) of a hydrogen-containing living body application liquid for producing a hydrogen-containing living body application liquid comprises: a container (12) having water vapor permeability and storing a living body application liquid (11); a hydrogen generation system (13) for generating hydrogen by a moisture content; and a packaging material (14) for coating the container (12) and the hydrogen generation system (13) and having low hydrogen molecule transmissivity.
