The present invention pertains to a skin cleanser composition which is capable of sufficiently exhibiting an excellent comedo plug removal effect without causing stress such as pain or irritation to the skin. Provided is a skin cleanser composition which includes the following (X) and (Y) components: (X) one or more chemicals selected from 2-amino-2-hydroxymethyl-1,3-propanediol, 2-amino-2-methyl-1-propanol, and 2-amino-2-methyl-1,3-propanediol； and (Y) a basic substance other than component (X).
