PROBLEM TO BE SOLVED: To provide a medicinal composition and an encephaloma-treating agent, capable of promoting the activation of an effector T cell such as CD4
+ T cell and CD8+ T cell, and capable of inhibiting the activation/proliferation of regulatory T cell (Treg), and enabling the immune therapy against tumor, especially encephaloma, and to provide a vector therefor.SOLUTION: The medicinal composition and the encephaloma-treating agent contain HVJ-E vector in which IL-2 or a gene encoding the IL-2 in a shape expressible of the IL-2 is sealed.
