An apparatus and method are provided for treating a lesion in a blood vessel comprising a two layer angioplasty balloon designed to simultaneously deploy a plurality of balloon expanding stents. A highly compliant (elastic) outer balloon fixes the stent position. A low profile (inelastic) inner balloon drives the expansion of the angioplasty balloon and stent. Deployment of the stent begins by injecting a small amount of fluid into the outer balloon which expands at both ends and within the space between the stents and expands between the struts of the stent as the stent slightly expands. The injection port of the outer balloon is then closed and the fluid is injected only into the expanding inner balloon and opens the stent.(FIG.
