PROBLEM TO BE SOLVED: To provide a packaging sheet for PTP capable of easily obtaining PTP having a deodorant function or an antibacterial function.SOLUTION: A heat seal layer 30 is provided so as to cover one surface of an aluminum foil 22 being a base material and contains a resin material for thermal adhesion as a main agent. A functional layer 34 is provided on the surface of the heat seal layer and is formed by mixing a functional substance having a deodorant function or an antibacterial function with the resin material of the main agent. The functional layer 34 is provided on a portion corresponding to a storage section 12a of a container sheet 12 of the other party on the surface of the heat seal layer 30, and the aluminum foil 22 is thermally bonded to the container sheet 12 through a portion other than the functional layer 34 of the heat seal layer 30. The resin material contained in the heat seal layer 30 and the resin material of the container sheet 12 have a similar resin material.
