PROBLEM TO BE SOLVED: To provide a heating element capable of obtaining high bonding strength while preventing a heating material from leaking without impairing the feeling of mutual bonding part of sheet materials.SOLUTION: The heating element 1 is provided with a housing body 3 for which at least a partially air permeable sheet material is bonded at the peripheral edge part formed into a flat bag shape, and a heating part 2 disposed inside the housing body 3. The housing body 3 is provided with an adhesion area 41 where the sheet materials are attached with an adhesive, and a fusion area 42 positioned inwards in the plane direction of the adhesion area 41, where the sheet materials are heat-fused, and the heating part 2 is sealed with the fusion area 42.
