The anesthetic cartridge has a capacity of the plunger so that the plunger does not displace beyond the end of the cartridge body by adding a volume of buffer by displacing the plunger at one end of the anesthetic cartridge inward. It is adapted to receive a buffer. The inwardly displaced end is protected by a plug or cover that prevents contamination, and the plug or cover is drained when buffer is added. When an anesthetic is selected to raise the pH of the anesthetic to a target pH with a volume of hypertonic buffer, the synthetic solution will achieve isotonicity or a tonicity below the maximum target tonicity.
