Provided are a liver specific delivery (LSD)-based anticancer prodrug nucleoside cyclic phosphate compound and an application thereof, and in particular, a compound represented by formula (I) as well as isomers, pharmaceutically acceptable salts, hydrates, and solvates thereof, and corresponding pharmaceutical compositions.
