PROBLEM TO BE SOLVED: To provide a laver rolling implement which allows even infants to make vinegared rice rolled in laver and a method of forming a laver-rolled rice ball.SOLUTION: A laver rolling implement N includes a first longitudinal member 1 having a long concave part in the longitudinal direction, a first grip member 3 attached to the first longitudinal member 1 so as to be nearly perpendicular to the longitudinal direction of the first longitudinal member 1, a second longitudinal member 2 which is supported freely rotatably by the first longitudinal member 1 and having a long concave part in the longitudinal direction, a second grip member 4 attached to the second longitudinal member 2 so as to be nearly perpendicular to the longitudinal direction of the second longitudinal member 2 and a laver insertion slit part 6 which is provided in the second longitudinal member 2 and formed so as to be nearly perpendicular to the longitudinal direction of the second grip member 4.
