The syringe can include a syringe plunger, a syringe barrel that slidably engages the syringe plunger, and a hollow needle having a beveled front end and a rear end extending toward the syringe barrel. A first carpule containing topical anesthetic can be loaded in the dispenser barrel. A second carpule containing injectable anesthetic solution can be loaded in the syringe barrel.
