The present invention relates to a method for manufacturing an air cell using an elastic fiber fabric, and an air cell structure and a thermal mat manufactured thereby. The air cell manufacturing method using elastic fiber fabric comprises: a first step of performing a lamination process by thermally bonding an elastic fiber fabric on a thermoplastic polyurethane (TPU) film in order to form a plurality of air cushion pads constituting a set of the air cushion pads used in a thermal mat having an air cell structure； and a second step of forming an air cell structure for each of the air cushion pads constituting the set of the air cushion pads used in the thermal mat by vacuum molding after being placed in a mold and heated.
