Described herein are oral care compositions comprising (i) a peroxide whitening agent comprising a whitening complex of crosslinked polyvinylpyrrolidone complexed with hydrogen peroxide (ii) sodium acid pyrophosphate (NaHP2O) in an amount of from 0.05 wt % to 5 wt % based on the weight of the composition and (iii) less than 3 wt % water based on the weight of the composition.
