To provide an actuator in which deviation of wire materials for constituting a sleeve is suppressed.SOLUTION: An actuator 1 includes: an elastic tube 10 which expands by fluid flowing into a cylindrical internal space extending in a longer direction L； and a sleeve 20 for covering an outer peripheral surface 13 of the elastic tube 10, and made into a cylindrical shape by a plurality of wire materials 21 being braided in. By the fluid flowing into the internal space, the elastic tube 10 expands and the sleeve 20 is expanded outwardly, and contraction force in the longer direction L is generated.
