A method for incorporating a hydrophobic material into a skin care composition comprising: forming a base comprising mixing an acrylate polymer and a surfactant forming a hydrophobic material premix comprising mixing a hydrophobic material and a yield value increasing cationic polymer and combining the hydrophobic material premix with the base, wherein the method is carried out at a temperature of no greater than 50° C.
