To solve the problems in which: conventionally when planting seedlings in two or more rows, a chemical spraying device laterally moving regardless of planting rows where seedlings in a seedling tank is decreased earlier sprays chemicals wastefully； and to solve the issue, it should be controlled that chemicals are not sprayed for the planting rows where seedlings is a prescribed quantity or less so that chemicals are not sprayed wastefully.SOLUTION: A chemical spraying device (16) sprays chemicals over seedlings in a seedling tank (4a) while laterally moving above the seedling tank.
