It comprises an irradiator having at least one blue light emitting diode (LED) source and at least one IR laser light source, a controller, and a power source.The controller is provided with protocols for instructing the light sources to emit blue light LED and IR laser light at predetermined wavelengths, frequencies and treatment intensity. The projected beams of blue light and IR light are at least partially overlap the infected area.
