PROBLEM TO BE SOLVED: To provide a composition where the appearance of the composition is transparent, adsorption of a lipid-soluble active ingredient into a mucosa such as cornea, conjunctiva, nasal mucous and oral cavity throat for example is enhanced and the effect is more exerted, as a lipid-soluble active ingredient such as vitamin A is compounded with the composition.SOLUTION: A composition contains (A) 0.001 to 1.0 W/V% of a lipid-soluble active ingredient, (B) a nonionic surfactant and (C) one or more kinds selected from inorganic salts, organic acids, organic salts, amino acids, amino acid salts, basic drugs and salts thereof and comprises nanoemulsion particles, where the (B) component is (B-I) polyoxyethylene cured castor oil and/or polyoxyethylene sorbitan fatty acid ester and the mass ratio presented by (A):(B-I) is 1:0.4 to 10, or where the (B) component is (B-II) a polyoxyethylene polyoxypropylene copolymer and the mass ratio presented by (A):(B-II) is 1:0.8 to 24.
