PROBLEM TO BE SOLVED: To provide a luminescent device and an LED source for plant cultivation which can readily control a ratio of quantity of light between a blue region and a red region with a simple configuration, without increasing an installation area.SOLUTION: A luminescent device comprises at least one blue LED chip (2) which has a luminescence peak of wavelength in the region of 400-480 nm to correspond to a blue region absorption peak of chlorophyll, a red phosphor (7b) which emits a light having a luminescence peak of wavelength of 620-700 nm by excitation light from the blue LED chip (2) to correspond to a red region absorption peak of chlorophyll, and a resin layer (7) in which the red phosphor (7b) and a green phosphor (7c) are mixed and dispersed, covering the blue LED chip (2).
