By using a natural mosquito repellent composition using clove oil, fennel oil, dissolved hydrogen water, and chestnut bark extract, the present invention can maintain a pleasant environment protected from mosquitoes, and by adding CePO4, LaPO_4, and bentonite to the natural mosquito repellent, the present invention can extend the mosquito repelling strength for a long time, thus providing lasting mosquito-repelling effects. The insect-proof water-soluble paint according to the present invention comprises: 25-45 wt% of a silicone acrylic resin； 15-30 wt% of titanium dioxide (TiO_2)； 20-30 wt% of purified water； 0.4-15 wt% of a mosquito repellent； 0.2-1.5 wt% of a rare-earth element； and 1.0-8.5 wt% of an additive.
