The present invention relates to a cytokine-treated mesenchymal stem cell, a method for enhancing inflammation regulatory factors of mesenchymal stem cell by cytokine treatment, and a composition for preventing and treating immunological diseases and inflammatory diseases comprising a mesenchymal stem cell having enhanced inflammation regulatory factors as an active ingredient. When culturing the mesenchymal stem cell, three or four cytokines are treated at low concentration to provide the mesenchymal stem cell enhanced in formation potential of inflammation regulatory factors, thereby maximizing the production of inflammation regulatory factors such as COX-2 and IDO to have a therapeutic effect on immunological diseases and inflammatory diseases.본 발명은 사이토카인을 처리한 중간엽 줄기세포, 사이토카인 처리에 따른 중간엽 줄기세포의 염증조절인자 생성능을 강화시키는 방법 및 상기 염증조절인자 생성능이 강화된 중간엽 줄기세포를 유효성분으로 포함하는 면역 질환 및 염증성 질환의 예방, 치료용 조성물에 관한 것으로, 중간엽 줄기세포 배양시 세 가지 또는 네 가지의 사이토카인을 낮은 농도로 처리하여 염증조절인자의 생성능이 강화된 중간엽 줄기세포를 제공함으로써, COX-2, IDO 등의 염증조절인자의 생성을 극대화시켜 면역 질환 및 염증성 질환에 대한 치료 효과를 나타낼 수 있다.
