The beauty care product is a multi-layer barrier patch having a water-soluble film zone containing a cosmetic composition comprising polyethylene oxide, methyl cellulose, hydroxypropyl methyl cellulose, hydroxypropyl cellulose, and combinations thereof, and an effective amount of a skin active agent. The product also has a barrier patch that includes a backing layer and a pressure sensitive adhesive zone, the adhesive zone and the soluble film zone being continuous, discontinuous, or a combination thereof.
