PROBLEM TO BE SOLVED: To enable the stimulus receptivity of a user to be estimated without giving a stimulus to the user.SOLUTION: First, in a stimulus receptivity estimation learning unit 421, an action index is taken in from a sensor 5 and normalized, and this normalized value is stored in an action index and stimulus receptivity correspondence table 431 in correlation to an action index prior to the normalization. Also, an auxiliary index candidate is taken in from a sensor 6 and synchronized in time with the action index, and while in this state, a regression formula for deriving the action index from the auxiliary index candidate is found. Next, in a stimulus receptivity estimation execution unit 423, the measured value of an auxiliary index is taken in from the sensor 6, and an action index is calculated using the incorporated measured value of the auxiliary index and the regression formula.
