The guide has a guide axis that intersects an aperture that extends through the target. The aperture is sized to receive a suture anchor. The target includes a perimeter structure. The perimeter structure extends at least partially around the aperture. The perimeter structure includes a perimeter clearance between the perimeter structure of the target and the aperture of less than one sixteenth of an inch.
