The present invention relates to a hair care cosmetic composition comprising a growth factor promoting regeneration and growth of follicle cells, a highly stable basic fibroblast growth factor mutant, and a noggin peptide. More particularly, the present invention relates to a cosmetic composition which realizes generation and growth promotion of hair through regeneration and differentiation of follicle cells, suppression of follicle cell apoptosis factor, suppression of androgenic alopecia, improvement of blood circulation and supplement of nutrients. According to the present invention, the cosmetic composition containing a growth factor complex comprising the growth factor, stabilized fibroblast growth factor mutant, and noggin peptide can be used to promote regeneration and growth of follicle cells, and is effective to promote hair growth and to prevent hair loss.본 발명은 모낭 세포의 재생 및 성장을 촉진하는 성장인자와 안정성이 증가된 염기성 섬유아세포성장인자 변이체 및 노긴 펩타이드를 함유한 헤어케어 화장료 조성물에 관한 것으로, 더욱 상세하게, 본 발명은 모낭 세포의 재생과 분화를 통해 모발의 생성 및 성장 촉진, 모낭세포 세포사멸인자의 억제, 안드로겐성 탈모 억제 및 혈행개선과 영양인자 공급을 구현할 수 있는 화장료 조성물에 대한 것이다. 본 발명에 의하면, 본 발명의 성장인자 및 안정화된 섬유아세포성장인자 변이체 및 노긴 펩타이드가 포함된 성장인자 콤플렉스를 함유한 화장료 조성물을 이용 모낭세포의 재생 및 성장을 촉진하여 발모를 촉진하고 탈모를 예방하는데 효과가 있다.
