A discharge passage (5) discharges the charged water microparticles or ions into a discharge target zone (3). The discharge passage (5) includes an upstream end (5a) that draws in the charged water microparticles or ions. Two or more branching passages (6) located downstream of the upstream end (5a) each have a discharge port (4) in communication with the discharge target zone (3).
