PROBLEM TO BE SOLVED: To improve convenience of diagnosing by controlling the propriety of referring to a medical image inconsistent with imaging order information corresponding to a diagnostic environment of referring to the medical image.SOLUTION: An image server 30 registers consistent DICOM image data to be released and registers inconsistent DICOM image data to be put on hold. An ER-WS terminal 50 receives the DICOM image data registered to be released/put on hold from the image server 30. Then, when the DICOM image data registered to be put on hold are referred to and displayed, ED document data are generated and transmitted to the image server 30. A WS terminal 40 receives the DICOM image data registered to be released from the image server 30.
