PROBLEM TO BE SOLVED: To provide a cosmetic powder excellent in spreadability, adhesiveness, moist feeling, water resistance and productivity and to provide a cosmetic blended with the same which has excellent spreadability, compatibility with the skin, moist feeling and makeup durability.SOLUTION: There is provided a cosmetic powder which comprises a surface-treated silica in which a coating film (D) containing a water-insoluble inorganic compound (B) and one or more oils selected from a semi-solid oil or a solid oil (C) as constituent components is formed on the surface of a spherical nonporous silica (A). A cosmetic containing the cosmetic powder as an extender pigment has excellent spreadability, compatibility with the skin, moist feeling and makeup durability. The contents of the water-insoluble inorganic compound (B) and the oils (C) are 0.01 to 10 pts.mass and 0.05 to 20 pts.mass, respectively, based on 100 pts.mass of the spherical nonporous silica (A).SELECTED DRAWING: None
