The system comprises a body and a floating hull, wherein the floating hull is adapted to maintain the body at a location distal from the surface of the body of water. The system 10 is adapted to improve the quality of water of a body of water as well as to improve the ability of the body of water to support aquatic plants and aquatic animals. In a particular arrangement, the system 10 is adapted to add oxygen to the water. In other arrangements, the system 10 may provide to the body of water conditioning products as well as food products for the aquatic plants and aquatic animals.
