PROBLEM TO BE SOLVED: To provide a convenient and effective cold and hot treatment tool in which a filler in a bag is durable without oxidization and is effective for a long time, and which is reusable and portable by utilizing filling and scrapping water soluble silicon.SOLUTION: The cold and hot treatment tool comprises a deflated pad a water-absorbing resin 3 with which the deflated pad is filled and water-soluble silicon 5 to fill the deflated pad 1 filled with the water-absorbing resin.
