SOLUTION: The skin external preparation contains a sulfated cellulose fiber in which some hydroxyl groups of the cellulose fiber are modified by a substituent represented by a predetermined formula, and a polyhydric alcohol, and the sulfated cellulose fiber. Has (A) a number average fiber diameter of 2 nm or more and 500 nm or less, (B) an average aspect ratio of 50 or more and 1000 or less, (C) a cellulose I-type crystal structure, and (D) a content of the sulfated cellulose fiber. The condition that the content of the substituent (content of substituent [mmol] / content of sulfated cellulose fiber [g]) is 0.01 mmol / g or more and 3.0 mmol / g or less is satisfied.
