PURPOSE: A composite complex with excellent water repellent and moisturizing and a method for manufacturing the same are provided to naturally express skin tone. CONSTITUTION: A method for preparing cosmetic composite powder comprises: a step of mixing isopropyl alcohol and silicon oil； a step of spraying a mixture of isopropyl alcohol and silicon oil while stirring illite； a step of sitting the silicon oil-coated composite powder； and a step of drying and selecting powder by particle size. A cosmetic composition contains the cosmetic composite powder.본 발명은 분체 화장료의 제조시에 사용되는 판상 분체로서 일라이트를 사용하고, 이를 실리콘 오일로 코팅함으로써 수반되는 발수성과 보습성이 우수한 복합 분체 및 그의 제조방법에 관한 것으로, 본 발명에 따라 복합 분체의 판상 분체로서 일라이트를 사용하면 석면 검출이나 제품 성형성 저하와 같은 문제점을 가지지 않으면서, 우수한 발수성과 함께 적당한 발림성으로 자연스러운 피부 표현을 가능하게 하는 우수한 복합 분체를 제공할 수 있는 효과가 있다.
