According to an aspect, the present invention relates to a composition for promoting hair growth or restoring hair comprising 21-O-angeloyltheasapogenol E3 as an active ingredient. According to another aspect, the present invention relates to a composition including 21-O-angeloyltheasapogenol E3 which promotes proliferation of hair papilla cells and hair growth in a hair follicle of a body, and reduces the growth cycle in which the suspension period is changed into growth period.
