In order to comply with standard and safety requirements, said device (10) comprises aerostatic means (11) that cooperate with the means (12) for conveying said active substance (AS). The invention further concerns a system for seeding a cloud cell, comprising a seeding device according to the invention and a remote electronic entity (30) capable of communicating with said device (10) via communication means (23) over a wired or wireless link (N).
