579669 A thermal device is disclosed to provide consistent skin side temperatures. The device comprises a primary insulative material (2) disposed on a skin side of a thermal source (4). The insulative material (2) is selected based on an experimental value where the change in temperature of a skin side is less than 0.8 degree for a corresponding 1 degree change in temperature of the heat source side when the skin side is exposed to ambient air temperatures. An insulative material meeting the criteria provides for a dampening of temperature changes from the heat source (4) in use which can prevent burning of skin exposed to the heat source.
