PROBLEM TO BE SOLVED: To provide a slope covering mat for planting suitable in terms of ecology and having an appropriate water retaining property while effectively preventing erosion of a slope surface layer. SOLUTION: In this slope covering mat 1 for planting, a plant fiber net 3 is arranged on the lower face side of a plant fiber mat 2, and a degradable water absorbing fiber 4 including added surfactant is connected onto the lower face side of the net 3 while at least positioned in a nursery site A. In connection of the plant fiber net 3, a water soluble glue material is used, and slits b, which are used for forming a plant growing opening part 5 by cutting and raising a tongue piece a between the slits, are formed in the nursery site A.
