The present invention relates to water soluble extract of product obtained from performing semi-solid state fermentation to the bark of paper mulberry with white rot fungi and a manufacturing method thereof. The water soluble extract of the present invention is characterized in containing total amount of phenolic compounds being 61.6-89.3 mg g-1 (gallic acid equivalent) and the content of flavonoid being 2.75-5.26 mg g-1 (quercetin equivalent) and having scavenging ability for 2,2-azino-bis(3-ethylbenzothiazoline-6-sulfonic acid) (ABTS●+ ) radical and 1,1- diphenyl-2-picryl? hydrazyl (DPPH●)) radical, reducing ability for Fe 3+, and inhibitive ability for tyrosinase. The water soluble extract of the present invention has strong Fe 2+ ferrous ion chelating activity (EC50<2 &mug ml-1 ), and is applicable to preparing effective and low toxic compositions of iron chelator.
