PURPOSE: A process for extracting the active components of propolis has a high extraction yield with a simple method and to improve the dispersibility of the active components in water by removing resin and wax components, etc. so that the active components are applicable to the raw materials for food or cosmetics. CONSTITUTION: A process for extracting the active components of propolis comprises the following steps: stirring a raw propolis lump and 95% ethanol (S101)； adding purified water to the mixture to adjust the ethanol concentration to be 85% and stirring the same (S103)； adding purified water to the mixture to adjust the ethanol concentration to be 70% and stirring the same (S105)； adding purified water to the mixture to adjust the ethanol concentration to be 55% and heating the same (S107)； and leaving the boiled mixture to obtain the supernatant and filtering the same (S109).
