Provided is an external skin preparation that is capable of increasing permeability to the dermis and sections of the epidermis that are disposed below the stratum corneum, even if an active ingredient that is poorly soluble in water is used. This external skin preparation comprises: an active ingredient that is poorly soluble in water； and at least one type of solubilising agent that is selected from the group consisting of water-soluble polymers, water-soluble sugars, water-soluble surfactants and aromatic carboxylic acids.
