A solid external biodegradable and biocompatible retention/protection layer (38) comprises a biodegradable and biocompatible film forming agent and a biocompatible hydrophobic agent that controls the disintegration speed of the retention/protection layer. The hydrophobic agent comprises dexamethasone or its derivatives such as dexamethasone acetate or dexamethasone phosphate. The biodegradable and biocompatible film forming agent comprises polyalkyleneglycol constituted of polyethyleneglycol, polyvinylpyrrolidone and mixtures of polyalkyleneglycol and polyvinylpyrrolidone.
