PROBLEM TO BE SOLVED: To provide an arousal inducing device capable of appropriately inducing an arousal level of an object person into a normal state.SOLUTION: An arousal inducing device 10 comprises: an arousal level determining section 16 for determining an arousal level of a driver a stress level determining section 17 for determining a stress level of the driver an air conditioning system 6 for cooling or warming hands of the driver and a temperature controlling section 18 for controlling the air conditioning system 6 on the basis of results determined by the arousal level determining section 16 and the stress level determining section 17.
