A portable, floating aeration and microbial reactor system (100) for cleaning sewage or decontaminating water, the aeration and microbial reactor system (100) comprising: a rigid, semi-open and stable casing (102) which it has two side walls and a rear wall at half its height, the housing frame (102) further having a plurality of floating members (120) attached to its sides, wherein the floating members (120) are configured to allow the upper part of the housing frame (102) or the housing frame (102) remain afloat when submerged in sewage of varying density; or a rigid frame having an upper and lower portion, a plurality of floating members (120) attached to the upper part of the rigid frame where the floating members (120) are adapted to allow the reactor system (100) to remain at float when immersed in contaminated water; an aeration subsystem further having a mechanically attached blower (104) seated on top of the housing frame (102), a flat aeration grille device (130) extending horizontally across the entire width and joined in the middle At the bottom of said housing frame (102), the ventilation grille device (130) further comprises a plurality of porous plastic tubes having a gas-permeable wall of thermoset polymer particles and a thermoplastic binder suitable for bonding said particles polymer and create a uniform porosity through the tube wall along the length of the tube, said porosity providing a plurality of micropores having an average diameter of from about 0.025mm to about 0.102mm (0.001-0.004 inch) at along the length of said tube for gas diffusion through it and transfer to a medium, said thermoset polymer particles having a mesh size of about 60 to about 140 meshes, a plurality of air hoses (152) connecting said blower (104) to said aeration grid device (130); a microbial reactor subsystem (200) further having a mechanically attached air pump (108) that sits on top of the housing frame (102), an externally perforated, tubular, elongated microbial r
