The present invention relates to a plasma cosmetic device including: a charging and discharging battery included in an internal accommodation space formed by an upper case and a lower case； and an alternating current high voltage forming unit forming an alternating high voltage which is applied on a discharging electrode and has a peak-to-peak voltage of greater than 8 kV and 12 kV or less. The outer surfaces of the upper case and the lower case are formed of an insulator which does not have a contact point electrically connected with the charging and discharging battery, the alternating high voltage forming unit and the discharging electrode. The alternating high voltage forming unit includes a control unit supplying a PWM control signal having a first duration and an alternating high voltage output unit supplying an alternating high voltage having a second duration shorter than the first duration to the discharging electrode.
