PROBLEM TO BE SOLVED: To provide an oily solid cosmetic for improving dispersion of a pigment in a make-up cosmetic, particularly a casting cosmetic containing a chromatic pigment, and for suppressing color irregularity and giving retaining property of a cosmetic effect.SOLUTION: An oily solid cosmetic comprises (a) an inorganic pigment, (b) a surfactant having an HLB of 12 or more, and (c) an oil.
