A hook chain or a hook rope with a predetermined length is connected to an anchor which is a weight and can be resistant to net drawing force caused by a ship. A main buoy is connected to the upper end side of the hook chain or hook rope to apply high buoyancy to the hook chain or hook rope. Furthermore, net fracturing hooks are connected and mounted at regular intervals along the hook chain or hook rope.
