PROBLEM TO BE SOLVED: To provide a strong frame base with a simple structure, without using heavy machines, which can be easily constructed only by manual operation.SOLUTION: A hole with a constant depth and diameter is dug on a ground surface. A screw anchor 1 is turned and screwed into an underground of a bottom of the hole. A shaft 1a of the screw anchor 1 is exposed with a constant length in the hole and is buried. A resistance plate 3 in which a through-hole is provided at an almost center part is put on the screw anchor 1 from above through the through-hole to be placed underground. A cylindrical cap 2 is put on the exposed shaft 1a of the screw anchor 1 to be placed on the resistance plate 3. An upper part of the shaft 1a of the screw anchor 1 is fixed to a receiving member provided by almost horizontally extending in the cap 2 to backfill sediments outside the cap 2.
