PROBLEM TO BE SOLVED: To provide an oily pigment dispersion in which washout property is improved, while having an excellent water-resistance, and to provide a cosmetic containing the oily pigment dispersion.SOLUTION: The cosmetic of interest is obtained by producing an oily pigment dispersion containing (A) a pigment subjected to surface treatment with an anionic organic compound represented by the following general formula (1) (B) a silicone modification acrylate resin and (C) silicone oil, and by compounding the oil dispersion into the cosmetic.
