PROBLEM TO BE SOLVED: To provide an organic inorganic composite material having excellent persistence of a physiologically active function or sustained release properties of a physiologically active substance and water holding properties and environmental affinity, to provide an inexpensive and safe method for producing the same by which the function according to the purpose can be imparted and to provide an external preparation containing the same.SOLUTION: The organic inorganic composite material having the physiologically active function is characterized in that an inorganic layer compound is used as a main raw material and a substance having a physiological activity as an interlayer ion is introduced between layers of the inorganic layer compound. The new method for producing the organic inorganic composite material having the physiologically active function comprises using the inorganic layer compound as the main raw material and introducing one or two or more kinds of compounds having the physiological activity such as plant growth action as the interlayer ion between the layers of the inorganic layer compound by, e.g. an adsorption method, a reconstruction method or a co-precipitation method.
