The present invention is capable of easing maintenance such as inspection or repair for a rotation switching tool. An actuator (40) switches a fan (20), blowing cooling wind to a radiator, between a normal state, in which the fan is rotated in a normal direction for cooling, and an inverse state in which the fan is rotated in an inverse direction for vibration control. A control part, controlling the actuator, is installed to switch a control mode to a general driving mode and a maintenance mode. In the general driving mode, the control part controls the operation of the actuator (40) to be alternately switched between the normal state and the inverse state.
